Games will begin the Week of April 3rd and run for 10 weeks, plus 1 week of playoffs.

**Teams who played both FALL 2022 and WINT 2023 will receive a $150 team discount if registering for the Spring Season.

Teams are not formed by Troy Recreation, you must form your own.

Games are played on Mondays (intermediate) or Wednesdays (recreational) at 8:30 pm or 9:30 pm (game times are rotated from week to week).
- Leagues play at Troy Community Cener
- Leagues are offered in the following seasons: Fall, Winter, Spring
- All leagues follow a 10-week league format, plus 1 week of playoffs.
- Playoffs: Top four teams with the best record will make the playoffs. Playoffs are single elimination.
$40 per game paid directly to game officials.
Each team may not have more than 12 players on their official roster.

Rules & Policies

All players participate understanding the inherent risks of injury by participating in basketball and the dangers of Covid 19.

Any player testing positive for COVID 19 should follow CDC guidelines prior to returning.
All games shall be governed by the Michigan High School Athletic Association, Incorporated Basketball Rules with the following exceptions:
-
The game will consist of two (2) twenty (20) minute halves. The clock will run during the game except for time outs (two (2) time outs per half, one during each overtime period) , and the last two (2) minutes of each half, the clock will stop on all whistles. If clock is running during foul shooting and 2:00 minute is reached, the clock will be stopped. If there is a twenty (20) point or more difference in the score with two minutes or less in the game, the clock will not stop on whistles. Time outs do not carry over to second half or overtimes.

In case of a tie game, a two (2) minute overtime period will be played. Whenever an overtime period occurs, the clock will stop on all whistles and time outs. If the game is still tied after this period, a second two minute overtime period will be played. If the game is tied after this second overtime period, a sudden death period will be played with the first team scoring being declared the winner.

The bonus rule will be in effect on a team’s seventh team foul per half. In staying with adherence to High School basketball rules, teams will start shooting 1 and 1 when opposing team reaches 7 team fouls and two shots when team reaches 10 team fouls.

NO dunking allowed before, during or after games. Penalty: flagrant unsportsmanlike foul. Two (2) foul shots by opponent, disqualification of the player and the ball out-of-bounds by the opponent at the division line. Player will be suspended for a minimum of one additional game.

A team(s) will be entitled to five minutes of warm up prior to the start of the game.
-
If teams have similar jersey colors, second team listed on the schedule will wear pull overs.

All jerseys are required to have a large number on back of shirt. Reversible jerseys with numbers are preferred. No duplicate numbers.

The clock will remain running during free throws with the exceptions of the last two minutes of the game or the last two minutes of the overtime period. When “time out” is called prior to the free throw shots being taken, the clock will start when referee gives the ball to player shooting free throw
Other general rules:
-
The consumption or possession of alcoholic beverages/drugs or their containers on any of the Troy parks, community center, playgrounds, ball fields, courts, school premises or their parking lots is PROHIBITED. Any player violating this rule will cause an automatic team forfeiture of the match/game involved. If the game in question was lost by the offending team, an extra loss is put in the loss column of the standings. A violation may also result in a team suspension from the league and forfeiture of all fees and privileges. A team’s spectators must also comply with these prohibitions.

It is the manager's responsibility to relay all messages to his/her team players and know the interpretation of all game and league rules.
-
The Troy Recreation Department/or their designated representative reserves the right to rule and make recommendations on any and all matters related to the Adult Athletic League which it deems beneficial to the operation of the league. The department will have the power to make decisions on any points not specifically covered in the rules.

Blood Rule: A player, coach or referee who is bleeding or who has blood on his uniform shall be prohibited from participating further in the game/match until appropriate treatment can be administered. If medical care or treatment is administered in a reasonable length of time, the individual will not have to leave the game. The length of time that is considered reasonable is left to the referee's judgment. Uniform rule violations will not be enforced if a uniform change is required. The referee/umpire shall:

Stop the game and allow treatment if the injured player would affect the continuation of the game.
-
Immediately call a coach, trainer or other authorized person to the injured player.
-
Apply the rules of the game regarding substitution, short-handed player and re-entry if necessary.
-

Managers and referees must always evaluate safety considerations. The majority shall decide playability of the field. Neither the City of Troy, nor the Troy School District, nor the officials will be responsible for any injuries incurred as a result of individuals participating in any adult athletic program. If the Oakland County tornado siren goes on signifying a "tornado warning", all games will automatically cease. If the game's minimum time requirements were met for an "official" game, the score will be final. If the minimum game standards were not met, the game will be "replayed" (from the start of the game) at a later date.

The Troy Recreation Department and its representatives will not be responsible for any injuries sustained while participating in an Adult Athletic program.
-
All players wearing glasses must have unbreakable-type lenses. The wearing of a hard cast of any nature, hand splint, or other type of potentially dangerous protective device shall be prohibitive, regardless of how padded. The wearing of a soft bandage to cover a wound or protect an injury shall be permitted. The wearing of a protective knee brace or an "air-filled" type cast in the lower extremities may be permitted.

Please do not bring food and/or beverages to the gymnasium. Water and sports drinks are permitted. Supervision of children is REQUIRED.

Team managers shall be responsible for the eligibility of all players on their respective teams and shall sign and present to the Recreation office all necessary forms.
-
For a player(s) to be eligible to play in the first regularly scheduled match, the players name must be on the team roster and player must be registered in online registration system. Falsification of any player information will result in a two (2) year adult athletic league suspension followed by two (2) year probation from ALL adult athletic programs in Troy.

Residents - Residence means that place at which a person habitually sleeps, keeps his or her personal effects, and maintains a regular place or lodging, with the intention of maintaining such residence. A Troy resident shall not be deemed to have lost such residency by virtue of enrollment and attendance at an institution of learning. A person must be a resident in the City of Troy up until at least the first regular scheduled game in their respective league to be classified as a resident.

Employees - Persons employed on a full or part time basis as by a company located within the City of Troy, and who perform their employment duties within the City of Troy, shall be deemed residents. The department on an individual basis may consider any deviations from this. Persons deemed to be a resident by virtue of their employment must submit at a minimum, a letter on company letterhead, from the president, owner, general manager, or personnel director of his or her place of employment verifying the fact. Failure to submit this letter will result in the rejection of the player. The person who signs the letter must not 3 be a member of that team. The department reserves the right to require additional proof of residence or employment verification if it deems necessary.

Non-residents will be charged a $30.00 fee. First three non-residents are free. This fee is non-transferable and is payable when the player registration form is submitted. This fee is non-refundable even if a player later obtains resident status. Adult Basketball teams are allowed an unlimited number of non-residents.

An unregistered player is an ineligible player, and if used in a game, shall be cause for forfeiture of that game and possible suspension for the league for one year from the date of suspension for both player and manager.

The Recreation department reserves the right to request additional proof of residency or employment verification. Failure to provide additional proof of verification will result in a suspension (length to be determined) by the Recreation department.

Professional Athletes will not be allowed to play in the Troy Adult Athletic League. A professional is deemed a person receiving payment for services.
-
ALL PARTICIPANTS IN ANY ADULT ATHLETIC LEAGUE SHOULD BE PREPARED FOR PLAYER IDENTIFICATION CHECKS THROUGHOUT THE SEASON. ALL PLAYERS SHOULD HAVE THEIR DRIVER'S LICENSE IN THEIR POSSESSION AT ALL TIMES. FAILURE TO PROVIDE A CURRENT VALID MICHIGAN DRIVER’S LICENSE (WITH PHOTO) OR A STATE OF MICHIGAN PICTURE ID MAY RESULT IN FORFEITURE OF GAME.

Players being added to a roster must be properly registered twenty-four (24) hours before a scheduled game day. Roster change deadline will be posted on schedule.

A player must be 18 years of age and out of high school before signing a roster. College students participating on a college squad are ineligible during the course of the program.
-
Players in specialty leagues 30 & over need to be specified age by the first game of season.
-
Players displaying unsportsmanlike conduct before, during, or after a game will be subject to future suspension from league or playoff play. The official has complete authority before, during, and after games, both at the playing area, as well as parking lot. Players exhibiting unsportsmanlike behavior may be ejected from the remainder of the game/match. Ejected players may be asked to leave the game area immediately. Failure to comply could result in forfeiture of the game/match. Player(s) under suspension are not allowed at the game site, playing area (community center, park or school site) until suspension expires.

Any player ejected from a game for any reason shall be automatically ineligible to play in at least the next regularly scheduled game/match in which that team plays. If an incident occurs during the final regular scheduled game/match, any suspension will apply to post-season playoffs/second season/make-up games/start of next season.

Threats to any official or City employee will not be tolerated. If a threat is made to an official or City employee, threat will result in indefinite suspension pending a hearing for all players involved. Fighting will not be tolerated. If a fight occurs, the player(s) involved will be suspended indefinitely pending a hearing. Any person, who physically touches or makes an obscene gesture at an umpire/official/city official, will be suspended indefinitely pending a hearing.

TAUNTING WILL NOT BE TOLERATED. Taunting is unsportsmanlike conduct and disqualifies the offending bench personnel or contestant from (at a minimum of) that game until the next regular scheduled game. A warning may be given, but is not required, before ejection. An umpire, referee OR site coordinator can rule on the taunting violation. Taunting includes any actions or comments by coaches, players, or spectators which are intended to bait, anger, embarrass, ridicule or demean others, whether or not the deems or words are vulgar or racist. Included is conduct that berates, needles, intimidates or threatens based on race, gender, ethnic origin or background and conduct that attacks religious beliefs, size, economic status, speech, family, special needs or personal matters. Examples of taunting that would lead to ejection include, but are not limited to, “trash talk”, physical intimidation outside the spirit of the game; reference to sexual orientation; in the face confrontation by one player to another; standing over/straddling a tackled or fallen player.

If, in the judgment of the referee, a team is “out of control”, that game may be stopped and forfeited.
-
All cases are subject to review by the Recreation Department to determine length of suspension. Suspension may also occur through the playoffs and carry over to following season. If a hearing is required a letter will be sent to the individual with a copy to the team manager within 10 days of the incident. Player is suspended until the hearing takes place and a decision is made. The individual involved in the incident will have seven (7) days from the date of the letter to request a formal hearing/appeal. Failure to respond will result in the Recreation Department staff determining length of suspension. See Adult Athletic Rules and Regulation Handbook, page 12 for specific information on Hearing Board.

Monitor – Parks and Recreation staff person.
The suspension board would then make a recommendation to the Director of Recreation for final approval. This decision is then final and there are no further appeals. Any suspension other than the normal game/match suspension will also have a probation period (to be determined).

No more than twelve and no less than four players may be registered at any one time with any one team.
-
NEW RULE - Players will be designated by the highest league that they participate in and may participate in a maximum of two divisions of play sponsored by the Troy Recreation Department A. Division II teams may carry a maximum of three Division I players on team roster B. Division III teams may carry a maximum of three Division II players and zero Division I players on team roster.
-
Players cannot change teams unless the backside of the team Roster/Waiver form is signed by the original manager and approved at the Recreation office. A player changing teams may not play within one week of the release.
-
A player released by a team cannot be re-signed by the same team for a three week period. Rules concerning deadline dates for the addition(s) of player(s) apply.
-
If a player can prove medical disability with a written statement from a doctor, s/he may be replaced, but only during the regular season. A player so released may not play again this season.
-

The scheduled game time is forfeit time. The gym clock is the official time.
-
A team failing to appear for a scheduled game or failing to place four players on the court at forfeit time, shall forfeit the game to the opponent providing the opponent can place enough players on the court. The team forfeiting MUST pay ALL officiating fees before leaving the gymnasium or 48 hours before the next scheduled game at the Troy Community Center. (See handbook)

In the event that both teams are absent or unable to field four players, both teams shall be charged with a loss when the forfeit time arrives. (See criteria for paying officials’ fee, above.)

Two (2) forfeits during the year by a team may result in team being dropped from the league and forfeiture of all fees paid for the current season. This does not include a forfeited first regular scheduled game due to not enough player registration forms submitted by the initial deadline.

Referee fee schedule – Each team shall pay $40 in cash (no coins) per game.

Two referees - $40 per referee per scheduled game per team (includes playoffs)

One referee - $60 for a complete game each team pays $30

An official has erred in the interpretation of a rule. If an official has erred in the interpretation of a rule, a team manager or playing captain may elect to protest. A protest must be announced to the official and to the other team before play resumes.
-
A team is using an ineligible player. If a team believes that an opponent is using an ineligible player, the manager may protest the player (no more than one) prior to the completion of the game. The official is to note the protest on the score sheet in the presence of the official (name, address, phone number, work location, driver’s license number). The player in question must then produce the proper identification or the game may be declared a forfeit. The Recreation Department reserves the right to check the eligibility of any ball player(s) at any time. The official is a representative of the department. If there is still any doubt, the referee shall witness the signature of the player in question on the official score sheet.

If a team manager files a protest, it must be announced to the umpire/official/site coordinator at the time of the infraction. The manager must file the “official” protest with the Recreation Department in writing with a $20 protest fee no later than 4:00 p.m. the next working day. If the protest is not upheld, the twenty dollar fee becomes part of the general league fund.

Playoffs will involve the top four (4) teams from each division. A single elimination tournament will be conducted. (1vs4, 2vs3)
-
To be eligible for league playoffs a player must have played in at least two regularly scheduled league games during the season.
In case of a tie for a league championship, the winner shall be determined by head to head results. If a winner is not decided after head to head comparison, tie break rules listed below will be used to determine a winner. Ties in final standings will be broken using the following methods: 1) head-to-head competition between the teams involved, 2) point differential in games between the tied teams, 3) overall point differential or 4) coin toss. (Same criteria above for playoff positions)
Awards for the team sponsor are given to the regular season and playoff champion and runner-up. Individual awards are provided to the regular season league champion. If a tie exists the tie breaker method listed in the Adult Athletic Handbook will be applied to determine who receives the sponsor award.
Neither the Troy Recreation Department nor its representatives will be responsible for any injuries incurred as a result of individuals participating in the Adult Basketball League program.
