Adult Basketball
General Adult Basketball League Information:
- You must form your own team. Teams are not formed by Troy Recreation.
Individual players looking for a team may fill out our Interested Individual Player Form which is shared with managers looking to add to their teams. Placement on a team is not guaranteed. - Games are played on Mondays (A League - Div II) or Wednesdays (B League - Div III) at 8:30 pm or 9:30 pm (game times are rotated from week to week).
- Leagues play at Troy Community Cener.
- Leagues are offered in the following seasons: Fall, Winter, Spring
- All leagues follow a 10-week league format, plus 1 week of playoffs.
- Playoffs: Top four teams with the best record will make the playoffs. Playoffs are single elimination.
- As of Fall 2023, Fees are $42/team/game, paid directly to the official prior to tip off. This fee is subject to change prior to Fall 2023.
- Each team is limited to 12 players on their official roster.
- Any substitute players MUST be rostered within this 12 roster limit and can NOT be added past the roster freeze date.
Adult Basketball League specific rules are below. For rules over all leagues, please see the "Rules & Regulations for All Leagues" drop-down below.
All games shall be governed by the Michigan High School Athletic Association, Incorporated Basketball Rules with the following exceptions:

The game will consist of two (2) twenty (20) minute halves. The clock will run during the game except for time outs (two (2) time outs per half, one during each overtime period) , and the last two (2) minutes of each half, the clock will stop on all whistles. If clock is running during foul shooting and 2:00 minute is reached, the clock will be stopped. If there is a twenty (20) point or more difference in the score with two minutes or less in the game, the clock will not stop on whistles. Time outs do not carry over to second half or overtimes.

In case of a tie game, a two (2) minute overtime period will be played. Whenever an overtime period occurs, the clock will stop on all whistles and time outs. If the game is still tied after this period, a second two minute overtime period will be played. If the game is tied after this second overtime period, a sudden death period will be played with the first team scoring being declared the winner.

The bonus rule will be in effect on a team’s seventh team foul per half. In staying with adherence to High School basketball rules, teams will start shooting 1 and 1 when opposing team reaches 7 team fouls and two shots when team reaches 10 team fouls.

NO dunking allowed before, during or after games. Penalty: flagrant unsportsmanlike foul. Two (2) foul shots by opponent, disqualification of the player and the ball out-of-bounds by the opponent at the division line. Player will be suspended for a minimum of one additional game.

A team(s) will be entitled to five minutes of warm up prior to the start of the game.

If teams have similar jersey colors, second team listed on the schedule will wear pull overs.
- All jerseys are required to have a large number on back of shirt. Reversible jerseys with numbers are preferred. No duplicate numbers.
- The clock will remain running during free throws with the exceptions of the last two minutes of the game or the last two minutes of the overtime period. When “time out” is called prior to the free throw shots being taken, the clock will start when referee gives the ball to player shooting free throw.'
- Playoffs will involve the top 4 teams from each division. A single elimination tournament will be conducted on the designated night (1 v 4, 2 v 3, winner of G1 v winner of G2).
- To be eligible for playoffs, a player must have played in at least two regularly scheduled league games during the season.

Our Adult basketball league will offer a 10-week league format, plus 1 week of playoffs for the top 4 teams. Please see "General Information" above for more information on the league format and team formation. Each league is limited to 8 teams per league.

*Leagues are defined by skill level with "A" division being considered Intermediate/Advanced level of play and "B" division being considered Novice level of play as defined as:
- Intermediate/Advanced: players/teams have a moderate to high level of experience playing organized basketball in leagues and/or tournaments. Players may include former varsity high school or college players who maintain a moderate level of fitness/athletic skill and intermediate/advanced level of basketball skills/IQ.
- Novice: players/teams have a lower level of past experience playing organized basketball as individuals or may be a more newly formed team. Players may include more recreationally motivated players who have a more basic or novice level of basketball skills/IQ.
- Both leagues are considered competitive recreation-based leagues.

Youth Basketball
- Winter Leagues
- Offered for Kindergarten through 12th grade for girls/boys.
- Scores are kept for grades 4 and above, with a division champion awarded at the end of the season.
- Winter league registration opens in the Fall with the season beginning in January.
- Winter league practices take place weeknights at local school gyms - This is not necessarily your "home" school.
- Winter league games take place at Troy High School on Saturdays.
- The season will last 6-8 weeks.
- Summer Leagues
- NEW in 2023!
- Offered for 4th through 8th grades for girls/boys.
- Scores are kept and games lead to a competitive "playoff" at the end of the season.
- Summer league registration will begin in May with the season beginning in July.
- Summer league practices and games will take place at the Troy Community Center.
- The season will last 8 weeks.
FAQ - Summer League
When will practices take place?- Practices for summer league will take place one day/week on either Monday afternoon/evenings, Wednesday afternoon/evenings, Saturday afternoons, OR Sunday afternoons.
- Practice times will be determined by coach and will be shared with teams once rosters are created and coaches assigned.
- Game days for summer leagues are on Sunday afternoon/evenings. Check back closer to the season for division game times.
- FOR PLAYOFFS: All teams are guaranteed 1 playoff game. If you win the first game, your team will play in the championship game. Times may vary from regular season times.
- ALL games and practices will take place at the Troy Community Center Gym
- We rely on volunteer coaches to lead the teams. Usually, these coaches come from parents of the players.
- Teams will meet the first week. If no coach is identified after the first week, teams will be unable to continue practices but can still play in games.
This league will offer one practice and one game per week. Games take place on Saturdays.

YOUTH WINTER BASKETBALL LEAGUE SCHEDULE
Interested in coaching?
We rely on our volunteer coaches to make the league run! Please see our drop-down below for more information on how to become a volunteer coach. The head coach of each team will receive 100% of their child's registration fee back at the end of the season. Valid once per team coached.
- Refunds are NOT given if your coach's practice time does not match with your availability.
- Refunds are NOT given if your child cannot make practices or games.
- Refunds will only be accepted and processed until Friday, December 22, following our standard refund rules.
- Coaches will be contacting teams the week of January 1, and this is considered our season start date.
Information for Winter 2024 Coaches:
- Thank you for your interest in coaching with us this upcoming season! Please make sure you have a Volunteer Application on file.
- Additionally, we require our coaches to be Concussion Certified (free training through the CDC and good for 3 years), and pass a background check.
- We will have a coaches meeting via ZOOM December 19th at 6:30pm. In this meeting, we will discuss pre-season topics such as rules, rosters, practices, gear pick up, etc. as well as answer any questions regarding the season. It is important to join if available.
- Coaches will receive their rosters no later than the last week of December, and are asked to contact their teams no later than January 3rd.
- Please see our dropdown for the Winter Season for other important dates.
- NOTE: Returning coaches from SUMMER 2023 - Do not need to resubmit paperwork.
- Kids are added from waitlists as spots open up and will be added up to 2 weeks into the season beginning.
- You will be contacted via email from our department only if a spot is available.
- Please add your child to the "after deadline" registration list and you will be contacted if a spot is available.
- Your practice day/time will be determined by your coach.
- ALL practices take place at local elementary and middle school gyms. These are not always your "home" school.
- Coaches will be reaching out to teams by the date listed on our "Important Dates" for each season.
- ALL games take place at Troy High School (4777 Northfield Parkway) in either the Auxiliary or Main gym.
- Game times vary based on your division and may begin anytime between 8a and 4p on Saturdays.
- Please visit our QuickScores Website when schedules are available for game times and court location.
- Our coaches work hard to make contact prior to season practices starting. Please be patient until the date listed on our "Important Dates" for each season.
- We will create teams in the following order: coach request, buddy request, school, then randomized placement.
- When registering, there will be space to indicate this information. If we do not receive information while you are registering, we cannot guarantee placement on your preferred team.
- We will do our best to accommodate requests, but not all requests can be met.
- We have certified officials for grades 4--8. Our K--3rd grades rely on Troy Recreation Staff and volunteers to officiate the games.
- Refunds are NOT given if your coach's practice time does not match with your availability.
- Refunds are NOT given if your child cannot make practices or games.
- Refunds will only be accepted and processed up until 5 business days before our season start date, which is considered the Monday of the week our coaches will begin reaching out to their teams.
- Please see each season for corresponding "last date" to receive a refund.
- If a spot is available on another coach's roster, we will do our best to make the switch, but DO NOT guarantee placement on another team.
Kickball
General Adult Kickball League Information:
- Options for registration will include full-team, partial-team, or placement by Troy Recreation.
- Games are played weeknights no earlier than 6p. Game nights will be determined closer to the league beginning and pending registration numbers.
- Leagues play at City of Troy Fields including: Civic Center Field (Troy Community Center), Boulan Park, Jaycee Park
- Leagues are offered in the Fall season only.
- Leagues are offered in co-ed 18+ category.
- All leagues follow a 6-week season with 1-week single-elimination playoffs.
- Playoffs: Top four teams with the best record will make the playoffs.
- Team fees will be paid in full prior to the season starting.
- Additional fees due to officials at the game site.
- Each team is limited to 20 players on their official roster.
- Any substitute players MUST be registered within that 20 roster limit.

Pickleball
We offer classes including:
- Pickleball 101: Intro for Beginners (equipment provided)
- Pickleball 102: Learn and Play for Beginners (equipment provided)
- Pickleball 201: Mixers for Novice Players
- Pickleball 301: Skills & Drills for Intermediate Players
- Pickleball Ladders (Winter/Spring season only)
- Private Lessons* (1--4 people)

- Answer details on the lesson request such as date, time, and number of people. There is NO payment due to input a request.
- Wait for a coach to reach out to confirm your lesson.
*If your original request is not available, you will discuss alternatives with the coach. - Once confirmed, Troy Recreation will place a balance on your account for the lesson fees. An email will be sent with details on how to pay the balance prior to your lesson.
Lessons take place at the gym inside the Troy Community Center, or outdoor (seasonally) at Redwood Park.
Lessons must be requested at least 1 week in advance, but there is no limit on how far out lessons can be booked. All lessons are based on instructor and court availability.
Outdoor courts are available on a walk-up basis during park hours.
Soccer
General Adult Soccer League Information:
- You must form your own team. Teams are not formed by Troy Recreation.
Individual players looking for a team may fill out our Interested Individual Player Form which is shared with managers looking to add to their teams. Placement on a team is not guaranteed. - Games are played on Tuesdays, Wednesdays, or Thursdays, depending on League.
- Leagues offered include: Men's/Women's 18+, 30+, 40+, 50+ and are dependent on minimum team enrollment to run the league.
- Leagues play at City of Troy Parks including: Firefighters Park and Boulan Park
- Leagues are offered Summer season only.
- All leagues follow a 9-week league format, with no playoffs.
- In 2023, our Team fees were $325/team.
- Additional fees due directly to officials at game-sites. In 2023, these fees were $80/team/game and included payment for 1 lead official and 2 linesman.
- Each team is limited to a max of 24 players on their official roster.
- Any substitute players MUST be rostered within this 24 roster limit and can NOT be added past the roster freeze date.

Adult Soccer League specific rules are below. For rules over all leagues, please see the "Rules & Regulations for All Leagues" drop-down below.
GAME TIMES - Season games begin the week of June 12 and will run for 9 weeks. Game times will start between 6 and 6:30pm. No post-season playoffs in any league. The last week of the league (9th game) will be a "position night" for matchups.
PLAYER ELIGIBILITY – Players must be the appropriate age for the league by the league start date. Participants in a “SPECIALTY LEAGUE” (i.e. 30, 40, 50+, Coed) may also play in OTHER LEAGUES (i.e. a woman age 31 can play in the 30+ women’s league and the 18+ women's league). EXCEPTION – A player cannot play on two teams in the same league. All participants should be prepared for player identification checks throughout the season. All players should have their driver’s license in their possession at all times. Failure to provide a current valid Michigan driver’s license (with photo) or a State of Michigan picture I.D. may result in forfeiture of game.
ROSTER LIMIT – Each team may not have more than 20 PLAYERS (24 for Women 30, 40, 50, Men 30, 40 and 50) on their official roster for both 8v8 and 11v11.
UNIFORMS AND EQUIPMENT – Matching shirts with a large numeral are required. Additional uniform items are not mandatory. Metal spikes are NOT allowed. All players must wear shin guards. Teams must supply their own soccer balls.

Softball

- Leagues offered include: Men's 18+, Co-Ed 18+, Men's 50+ and are dependent on minimum team enrollment to run the league.
- Leagues play at City of Troy Parks including: Firefighters Park, Boulan Park, and Jaycee Park
- Leagues are offered Spring, Summer, and Fall Seasons.
- Our 18+ Spring softball league follows a 12-week, 14 game format, plus 2 weeks of double-elimination playoffs.
- Our 18+ Fall softball league follows a 5-week, double header league format, plus 2 weeks of double-elimination playoffs.
- Our Men's 50+ softball league is offered in the Summer and follows a 10-week, 10 game format, plus 2 weeks of double elimination playoffs.
- In Fall 2023, our Team fees were $445/Resident team and $495/Non-Resident team.
- Additional fees due directly to officials at game-sites. In 2023, these fees were $20/team/game.
- Each team is limited to a max of 20 players on their official roster.
- Any substitute players MUST be rostered within this 20 roster limit and can NOT be added past the roster freeze date.

Softball Specific - General Rules:
- All players participate understanding the inherent risks of injury by participating in softball.
- Alcohol is not permitted in Troy Parks/Parking lots without a beer/wine permit in conjunction with a paid shelter rental

Umpires are instructed to halt games and assess a forfeit if teams are in violation of this rule. Team in violation will be responsible for umpire fees for both teams and manager may be suspended.

- Concession stands will not be open.
- Amplified music is not permitted in Troy Parks per City Ordinance.
Umpires will not start and/or will stop games and assess a forfeit after one warning. Team in violation will be responsible for umpire fees for both teams and manager may be suspended. - No spitting. This includes sun flower seeds.
- When arriving at fields, if previous game is not complete, please do not put equipment or wait around dugout or in dugout area. Give team space and allow them to leave before entering dugout area.
- Strike mat, commitment line and scoring line will be used for all leagues.
- Stealing is not permitted in Troy Recreation Department softball leagues.
- All leagues conducted through the Troy Recreation Department are also under guidelines of the USA Softball of Metro Detroit, thus we will honor all USA Softball of Detroit suspensions/probations.
- Field lights are on a timer that is scheduled to turn off at 11:10 p.m.
Each manager has the right to refuse to play if start time would be after 10:00 p.m. If game is not started, it will be rescheduled. If teams agree to start game after 10:00 p.m., it will be a complete and official game regardless of number of innings played or length of time, even if it does not meet normal standards for a complete game. - Normal standards for a complete game are those in which a losing team gets to bat at least five innings, unless halted because of the time limit. The time limit begins when the umpire declares "play ball" after the pre-game meeting/or if the manager does not show to the pre- game conference, the time limit begins immediately.
- Participants in a specialty league (coed) may also play in other leagues (Ex. a male may play in a coed league and a men’s league). Games will not be scheduled to accommodate players playing in more than one league. A player may play in two leagues as long as divisional level is the same.
The official 2024 USA Softball Slow Pitch Softball Playing Rules shall govern all league play except as noted above or in points below.
Game Times & Procedures
- Game times will be 6:20p, 7:25p, 8:30p, and 9:35p
- No team may have more than twenty (20) players rostered at any time. All participants in this league shall be 18 years of age or older, by the time they sign the team roster. Individuals presently attending high school may not be concurrently participating in inter-scholastic softball.
- No new inning shall begin at or beyond the 60-minute mark of the scheduled game time. No new innings after 10:50 p.m.
- Teams will write lineup on form provided and hang clipboard so lineup is facing home plate in view of umpire and opposing team. Lineups should be on the scoresheet at least five minutes prior to game start time.
- A team may begin or finish game with eight (8) certified players. A ninth or tenth player arriving late must bat in the ninth/tenth position when entering the game. If a team starts with 10 players, they may finish with as few as eight players.
NOTE: For each scheduled batter that is not available to bat when due up, their team will receive an "automatic" out. - Optional - Each team is allowed to have one courtesy runner per inning. The courtesy runner must be the person in the line-up who made the last out. If the courtesy runner is on base when she/he is required to bat, courtesy runner shall be replaced on base with next out in line up. In Co-ed leagues, teams are permitted one female and one male courtesy runner per inning. Co-ed courtesy runner must be of the same gender as the player who requires a runner. Violation of this rule shall result in player on base being called out.
- Continuous batting order (optional) - Any/all players present at game starting time may be placed in the batting line-up (optional). Once the game has started this rule cannot be instituted. A team may not change their batting line-up during the game and must bat all players for that game if this rule is used. A manager can bat any number of players they choose (i.e. 13 of 15 present) as long as this is done at the start of the game. Other players may be used as substitutes, if desired. For each scheduled batter that is not available to bat when due up, their team must receive an automatic "out".
- In all leagues there is a Mercy Rule. If after the fifth inning there is a thirteen (13) run or more difference in the score, the game will be officially ended. The visiting team must bat at least five times.
- Over the fence homerun limit for Men’s leagues is five (5). Over the fence homerun limit for coed is two (2). Any in excess, the ball is dead, the batter is out, and no runners can advance.
- Batting practice is NOT allowed on the infields on league nights, and not allowed within 5 minutes of the start of a league game. Be prepared to start your game once the proceeding game is completed.
Keeping & Submitting Scores
- Scorekeepers will not be provided by the Recreation Department for games.
- Both teams are responsible for keeping score will keep score. Managers should consult and confirm score at the end of each half inning. No sharing of scorebooks.
- The WINNING TEAM's manager is responsible for submitting the score of their game/s at the end of the night via our online form which can be found here: SUBMIT SCORES
Equipment
- Uniforms are optional, but recommended. Players should have a large number on their shirts with no duplicate numbers. Players with dissimilar shirts shall announce their names to the scorekeeper each time they bat. No forfeits will be awarded for being out of uniform. Players are not required to wear caps. Only baseball style hats/visors are permissible.
- Softballs will be provided at the field for each game.
Official game balls for 18+ Leagues are: Dudley .52/300 optic yellow, 12" ball.
Official game balls for 50+ Men's are: Dudley .44/375 optic yellow, 12” ball. - Bases for games provided by the Recreation Department. There are no bases provided for practices.
- At the first game, teams will receive clip board, sharpie, line up cards, full rule books and scorebooks.
- Catcher/infield masks and catcher/infield chest protectors are permitted.
- Teams must provide equipment including: bats, practice softball, gloves, etc.
- No steel or metal spikes are allowed. All-purpose sports shoes may be worn. Some type of footwear must be worn.
- USA Softball rules regarding bats will be followed for all divisions of play. Updated bat listings may be found on the USA of Metro Detroit website www.metrodetroitasa.org
Co-Ed Softball Rules
- Five males and five females must be on the defensive team at all times (except if they have only 8 or 9 players). The positioning of these players must be as follows:
2 males and 2 females in the outfield
2 males and 2 females in the infield
1 male and 1 female in the pitcher and catcher position
Teams can play with 5 males and 4 females and receive an automatic out in the batting order for the missing female. A team must have 4 females, if not, the game will be ruled a forfeit. Teams may play with more females than males with no penalty (Ex. 5 females and 4 males or 8 females and 2 males). - You must alternate the sexes in your batting order. No exceptions will be made for this rule except if you have more females than males playing (i.e. 8 females, 2 males). The batting order must be alternated from the first batter on down through the line-up...male, female, male, female, female, female, etc...
- Any walk to a male batter will result in a two-base award. The next batter (a female) will bat. EXCEPTION: With two outs, the female batter has the option to walk or bat. (USA rule 8-1- C,4)
- A team may use a continuous batting order. (See above for clarification of rule) OPTIONAL.
General:
- Rosters will be made based on individual registrations in the Troy Recreation system. Additions/deletions to rosters will be allowed after registration close if maximum number of players has not yet been reached. Deadline for roster changes will be posted on the schedule/website.
- Over the fence homerun limit is five (5) for aall divisions. Any in excess, the ball is dead, the batter is out and no runners may advance.
- You must be 50 years old in the calendar year to participate.
- Teams must field at least seven (7) players and not more than ten (10) players. If a team has less than 10 players, that team may borrow a player or players from the opponent if both managers agree prior to the start of game. The results will stand. If they do not agree, the team must play short-handed or forfeit the game.
- An inning will consist of three (3) outs or a maximum of five (5) runs, whichever occurs first. The 5 run rule does not apply when the team batting is behind by more than 5 runs, in this case, runs may be scored until the batting team ties the score. The ball is dead after the tying run is scored. The five-run rule is not in effect in the first inning past the 60 minute mark. The first inning starting after the 60 minute mark last regulation inning of the game or any subsequent innings.
- In the case of an umpire not showing for a game, each team will supply a person to call the game. There will be a substitute umpire behind the plate and one on the bases. If the managers agree to substitute umpires prior to start, the game will stand. If the managers decide not to play, then the game will be made up at a date agreed upon by both managers.
- The pitcher at his discretion is allowed to pitch from anywhere within the pitching box. Safety is the main consideration behind the pitching box. The box extends from the rubber (50 feet from home plate) and is drawn back 6 feet. The pitcher can pitch from any part of the box. The arc range is 6-foot minimum and 12-foot maximum and the ball must still hit the strike mat to count as a strike.
- The mercy rule applies after 4 1/2 or 5 complete innings if the losing team is behind by 15 runs or more. Game is declared over and team leading will be recorded as the winner. Teams may use field to continue to play additional two innings by mutual consent. Umpires are not required to stay
- Players will be able to slide feet or head first into 2nd/3rd base or back to 1st base if necessary. No sliding at home or on initial run to 1st base.
- Runners shall be called out for contact with a defensive player if, in the judgment of the umpire, the contact was deliberate or the runner could have reasonably been expected to minimize or avoid contact and failed to do so.
- Base runners over running second or third are subject to a tag putout.
- No fouls balls are permitted after two strikes. Batter will be ruled out.
- Teams shall confirm score after each half inning.
- Batters will enter the box with a 0-0 count and no foul balls after 2 strikes.
- Scoring Line and Commitment Line will be in play.
- "5-run rule": A team may not score more than 5 runs in an inning. Exception: a team who is losing, may score enough runs to catch up, but cannot go an additional 5 runs past that.
- "Homerun limits": Homerun limit is 5 for all divisions.
- A continuous batting line up for all players present and able to play will be used. Players arriving late may be added at the bottom of the line up. Injured player may be skipped in the batting order without incurring a penalty of an out. Injured player may not return to the game.
- Teams may have a base runner from behind home plate (one foot on line directly back from home plate a minimum of 6 feet away from all other players. This must be declared prior to the start of the game and must follow courtesy runner rule. Courtesy Runner Rule: once a batter becomes a base runner, a courtesy runner may be used. A courtesy runner may be used for a base runner at any time. Courtesy runner must be the last out in the line-up if that player is an eligible runner. If the last out is not an eligible runner (in need of a courtesy runner), the previous out/batter in the line-up will run. Another courtesy runner may replace a courtesy runner on base when it is their turn to bat without penalty. The courtesy runner replacing the base runner must adhere to the courtesy runner rule.
- Bats must be listed on the USA Softball approved bat list to be used in league play. The Troy Recreational league will NOT be following the adopted USA Softball bat rule for the senior divisions. All bats used in the league must be on the approved bat list for all divisions of play in USA Softball. http://www.metrodetroitasa.org/index.php/adults/certified-equipment
- Softballs will be provided at the field for each game. Game Balls this season will be: Dudley .44/375 optic yellow, 12” ball.
USA Softball Rules - Emphasized for Clarification
Noted below are USA softball rules emphasized for reasons of clarification:
- Pitching Rule: The ball must be delivered at a moderate speed underhand - below the hip - with a perceptive arch (from the time it leaves the pitcher's hand) of at least six feet from the ground, before the ball reaches home plate. The pitched ball should not reach height of more than ten feet at its highest point above the ground. Speed of the pitch and height are left entirely to judgment of the umpire. Pitcher may pitch from 50 – 53 feet. Pitcher must start within the frame of the pitching rubber and follow all USA pitching rules for start and delivery (USA rule 6-C). Ball must hit rubber mat to be called a strike. Mat will cover home plate.
- Commitment line will be drawn 30 feet from third base in between 3rd and home. Once a runner’s foot touches the ground on or past this line, the runner may not re-cross it in the direction of third base. Result: The runner is out. No tag plays at home, runners must cross scoring line prior to defensive player catching the ball and touching the mat covering home plate. Runners stepping on the mat will be called out.
- The pitcher shall take a position with both feet firmly on the ground and with one or both feet in contact with the pitcher's plate. This position must be maintained at least one second and not more than 10 seconds before starting the delivery.
- Appeal Plays: On appeal plays, the appeal must be made before the next legal or illegal pitch, or before the defensive team has left the field. The defensive team has "left the field" when the pitcher and all infielders have clearly left their normal fielding positions and have left fair territory on their way to the bench or dugout area.
Dead Ball Instant Appeal: Not until time out has been requested and granted by the umpire, or all play has stopped and the umpire calls time (8-7-I), will this rule go into effect. The ball remains dead until the next pitch, and nothing can happen. Once the ball has been returned to the infield and time has been called, any infielder (including the pitcher or catcher) with or without possession of the ball, may make a verbal appeal on a runner missing a base or leaving a base too soon. The plate umpire should acknowledge the appeal, and the administering umpire should then make a decision on the play. Base runners cannot leave their base during this period, as the ball remains dead until the next pitch.
NOTE: 1) If the pitcher has possession of the ball and is in contact with the pitching plate when making a verbal appeal, no illegal pitch is called. 2) If the umpire has indicated, "play ball" and the pitcher now requests an appeal, the umpire would again call "time out" and allow the appeal process.
- Appeal Plays: On appeal plays, the appeal must be made before the next legal or illegal pitch, or before the defensive team has left the field. The defensive team has "left the field" when the pitcher and all infielders have clearly left their normal fielding positions and have left fair territory on their way to the bench or dugout area.
- Overthrows: When the ball is in play and is deflected or is overthrown beyond the boundary lines. EFFECT - all runners will be awarded two bases and the award will be governed by the position of the runners when the ball left any fielder's hand. EXCEPTIONS: see rulebook for clarification.
- No player's name shall be on the starting line-ups unless the player is available in the team area.
- The batter must take his/her position within 10 seconds after being directed to do so by the umpire.
- RE-ENTRY RULE: Any of the starting players may be withdrawn and re-entered once, provided such player occupies the same batting position whenever he/she is in the lineup. (Any player not available to bat when due up will receive an automatic out).
Situation - Player “A” appears in the line-up as one of the starters and is replaced by Player “B”. Player “A” may re-enter the game once, but must re-enter in the same batting position.
NOTE: The original player and the substitute(s) cannot be in the lineup at the same time. 1) Violation of the re-entry rule results in the use of an illegal player. 2) Violation of the re-entry rule is handled as a protest, which can be made anytime during the game. - FAKE TAG: When a runner is obstructed while advancing or returning to base by a fielder who neither has the ball nor is attempting to field a batted ball, or a fielder without the ball fakes the tag, the umpire shall award the obstructed runner and each other runner affected by the obstruction the bases they would have reached in his judgment, had there been no obstruction. The runner does not have to stop or slide, only slow down, to be considered a fake tag. A "FAKE TAG" in game play may result in that player being removed from the game. No warning is required.
- BLOOD RULE: A player, coach or umpire who is bleeding or who has blood on his uniform shall be prohibited from participating further in the game until appropriate treatment can be administered. If medical care or treatment is administered in a reasonable length of time, the individual will not have to leave the game. The length of time that is considered reasonable is left to the umpire's judgement. The umpire shall:
- Stop the game and allow treatment if the injured player would affect the continuation of the game.
- Immediately call a coach, trainer or other authorized person to attend to the injured player.
- Apply the rules of the game regarding substitution, short-handed player or re-entry if necessary.
- Double first base will be used in games played at Boulan and Flynn parks. USA rule 8-2-N
- One and One Count - USA Rule 7-3-B: Adult Slow Pitch Only. Prior to the pitch the batter will enter the batter’s box with a one ball one strike count. Batters will be permitted one foul ball after 2 strikes have been reached. Any foul balls after the first foul ball following 2 strikes, will be an out.
- Games are played one day per week, depending on the league. Games are played at local park diamonds including Boulan and Flynn Parks in Troy.
- Game Start times are as follows:
- 6:20p, 7:25p, 8:30p, 9:35p.
- Games must be completed by 11:10p.
- Both Boulan and Flynn Parks have stadium lights on the softball diamonds. All lights automatically turn off at 11:15p.
- Softball leagues have between 6-8 teams per league.
- League size is determined by Troy Recreation based on team registrations in each division, as well as based on field availability and timing.
- During the Spring/Summer season, each team will play 2-3 double headers per season. Two games will be back-to-back at the same park, but sometimes on a different field within the park. Typically, teams do not play double headers in back-to-back weeks.
- Occasionally make-up games due to rainouts may be scheduled as a double-header.
- During the Fall season, all weeks are double-headers, with games scheduled back-to-back.
- Playoffs will involve the top four teams from each league in a separate double-elimination tournament. They typically follow directly after season play, and there may be double-headers involved.

General Adult Tennis League Information:
- Leagues offered include: Men's and Women's: 30+, 40+, and Mixed-doubles 18+.
- Matches are played weeknights no earlier than 6p. Match nights will be determined closer to the league beginning and pending registration numbers.
- Leagues play at City of Troy Tennis Courts located at Boulan Park.
- Leagues are offered in Summer and Fall seasons.
- Leagues will last for 10-weeks.
- Season fees will be paid in full prior to the season starting.

- Matches will be three sets. Match time limit is 90 Minutes.
- There will be a 15 minute warm-up allowed prior to the match time.
- If third set is not completed at the 90-minute mark, the player in the lead is declared the winner of the third set.
- First player listed is responsible for match balls.
- USTA rules will be followed for all matches.
- Player listed first has choice of serve or court side to start match.
- Matches rained out or if a player cancels, the two/four players must decide upon a make-up match. Make ups must be at the players' discretion and must be completed by the last week of the season.
- The Recreation Department will not reserve courts for make ups.
- Winning player is responsible for reporting the match results through our online SUBMIT SCORES portal.
- Standings and league schedule will be posted on our QuickScores page.
- All matches are played at Boulan Park - 3671 Crooks Rd.
- There will be no staff on site--any issues may be emailed to sportsinfo@troymi.gov following the match.

- Troy Recreation does NOT create teams. Teams must form independently.
- We do have a database of individual players who are looking for teams.

- Team managers are notified when there are individuals looking to join teams. If their rosters have space and managers are looking to add, managers will reach out to players to discuss further.
- Troy Recreation does NOT guarantee individual player placement or contact from a manager.

The most up-to-date league fees will be listed with registration information for each season.
All leagues, with the exception of Youth Basketball leagues, pay separate officials fees directly to referees/umpires on-site at each game. Official fees vary by league/season, and will be determined prior to the season beginning.
- Residents are defined as anyone with a home address in the city of Troy.
- Non-residents are defined as anyone with a home address NOT in the city of Troy.
- Teams with a roster containing 30% or more Non-residents will be charged a one-time, $50 non-resident fee at time of sign up.
- The Non-resident fee will be charged upon sign up – managers will not be asked later in the season for additional fees.
- Non-resident fees will be assessed for new and returning teams, per each season registered.
Examples of how many/ team equals 30% Non-Residents:
- Team of 8 with 2+ non-residents.
- Team of 10 with 3+ non-residents.
- Team of 12 with 4+ non-residents.
- Team of 15 with 5+ non-residents.
- Team of 20 with 6+ non-residents.
- One team manager will be responsible for registering the team and paying the team registration fees.
- Managers are responsible for submitting rosters for their team. How to submit rosters will be shared with managers after sign up for the league.

- Summer softball season runs 12 weeks long with 14 games per team + 2 weeks playoffs. The regular season includes occasional doubleheaders. The summer season begins in late April/early May.
- Fall softball season runs 5 weeks long with doubleheader only play + 2 weeks playoffs. The Fall season begins in Late August.
- Adult soccer leagues run 9 weeks long with no playoffs. The summer season begins in early/mid June.
- Seasons are offered in the Fall, Winter, and Spring. Each season runs 10 weeks + 1 week of playoffs.
- Fall season begins after Labor Day in early September.
- Winter season begins after New Years Day in early January.
- Spring season begins in early April.
- Youth basketball seasons are offered in the Summer and Winter.
- Summer season begins in July, and guarantees all teams seven practices and five games. The top 4 teams in each division will also participate in a playoffs at the end of the season for possible additional games.
- Winter season begins in January, and runs for 10 weeks including seven games.
- Adult kickball leagues runs 6 weeks long with no playoffs. The Fall season begins in late September.
Rules & Regulations for All Leagues
- Team managers shall be responsible for keeping track of the eligibility of all players on their respective teams.
- Managers will sign and present to the Recreation Department office all necessary forms, as requested. S/he may be asked to provide proof of eligibility for any of his/her players at anytime before, during, or after the season.
- All teams must be registered through the online registration process. The team manager will register the team.
- Individual players are required to have a current waiver on file. A link will be shared with the manager who can pass along information to their teams.
- Falsification of any player information may result in a two (2) year adult athletic league suspension followed by two (2) year probation from ALL adult athletic programs in Troy.
- Players should play in leagues which match their gender identity when leagues are divided by gender.
- Players must be the minimum age of each advertised league (18+, 30+, 40+, 50+), and may play “down” (i.e. 35 yo player in 18+ league), but may not play “up” (i.e. 25 yo player in 30+ league).
- Participants turning the minimum age in the calendar year may participate in the specialized age division.
- Participants in a “specialty league” may also play in another “specialty league” (i.e. a 32 yo woman may play in 30+ and 18+ women’s leagues; or, a 55 yo man may play in 18+ co-ed, and 50+ men’s leagues).
- A player cannot play on two teams in the same league/division of play.
- For a player to be eligible for a game, the player's name must be on the team roster and the player must have a waiver on file at least 24-hours in advance of the game they wish to play in.
- Players may be added/dropped up until the roster freeze date for each season.
- Any "substitute" players must be added to the roster prior to the roster freeze date for each season.
- The following roster limits exist in each sport and rosters may NOT exceed the limits below:
- Basketball: 12 players max, no less than 4
- Softball: 20 players max
- Soccer 18+: 20 players max
- Soccer Men's/Women's 30+, 40+, 50+: 24 players max
- Players may participate in a maximum of two divisions of play in the same sport. Players will be designated by the highest league they participate in.
- A lower division team may carry a maximum of 3 higher division team members on their roster.
- Co-ed divisions are not considered "ranked" in terms of "higher" or "lower" and a team member may participate in a co-ed division alongside another division with no roster limits.
- Players cannot change teams unless the Recreation Department is notified at least 5 business days in advance of the first game the player will participate in with the new team. Both managers must approve the change.
- A player released by a team cannot re-sign with the same team for a 3-week period.
- Any players changing teams must be done prior to the roster freeze date.
- Medical disability - If a player can provide a written statement from a doctor that a medical condition is preventing them from participating in the remainder of the season, the player may be replaced after the roster freeze date, but will not be eligible for the playoffs.
- Any player being released due to medical condition may not play again in the same season.
- An unregistered or improperly rostered player is an ineligible player.
- Any ineligible player used in a game or listed on a team roster will be suspended for a minimum of one game and may be suspended from the league indefinitely, at the discretion of the department.
- The manager of the team will also be suspended for a minimum of one game and the team will forfeit all games in which the ineligible player participated.
- The team may also be expelled from the league with forfeiture of all fees paid.
- All participants should be prepared for player identification checks throughout the season. All players should have their driver’s license or other ID in their possession at all times. Failure to provide a current valid Michigan driver’s license (with photo) or a State of Michigan picture i.d. may result in forfeiture of game.
- Professional athletes will not be allowed to play in the Troy Adult Athletic Leagues. A professional is deemed a person who receives payment for individual or team sport play.
- College students participating on a college team are ineligible while their college season is running.
- If a team believes that an opponent is using an ineligible player, the game may continue under protest. Protesting manager must alert the official on-site PRIOR TO THE COMPLETION OF THE GAME, and make a note on the roster sheet that the game is continuing under protest. The player in question must produce identification which should be noted on the scoresheet. Within 24 hours, managers should alert the Recreation Supervisor in writing so it may be investigated further.
- Residents are defined as anyone with a home address in the city of Troy. This means a place at which a person habitually sleeps, keeps his or her personal effects, and maintains a regular place or lodging, with the intention of maintaining such residence.
- Non-residents are defined as anyone with a home address NOT in the city of Troy.
- Additional notes on Residency:
- Students enrolled in College/University who return to the city on breaks/after graduating will still be considered a Resident if the address they return to is a City of Troy address.
- A person must be a resident in the City of Troy up until at least the first regular scheduled game in their respective league to be classified as a resident.
- Participants who work at a city of Troy address are considered non-residents.
- Non-Resident Fees:
- “Non-Resident Teams” are defined as teams with a roster containing 30% or more non-residents.
- “Resident Teams” are defined as teams with a roster of at least 70% or more residents.
- Non-Resident teams will be charged a one-time, $50 additional fee at time of team registration. Resident teams will not incur any additional fees at time of sign up. These fees will go into effect as of Fall 2023 – and will not be collected during Summer 2023.
- *All teams are subject to roster checks and if a team is found to have not paid the “Non Resident Team” rate, will be charged the rate at time of discovery.
- Players displaying unsportsmanlike conduct before, during, or after a game will be subject to future suspension from league or playoff play.
- The official has complete authority before, during, and after games, both at the playing area, as well as parking lot.
- Players exhibiting unsportsmanlike behavior may be ejected from the remainder of the game/match. Ejected players may be asked to leave the game area immediately. Failure to comply could result in forfeiture of the game/match.
- Player(s) under suspension are not allowed at the game site or playing area (Community Center, Park, and/or school site) until suspension expires.
- Any player ejected from a game for any reason shall be automatically ineligible to play in at least the next regularly scheduled game (may not be subject to rescheduled games). His/her case will be reviewed by the Recreation Department to determine if additional suspension is justifiable. Should the suspension occur in the last regularly scheduled game(s), the suspension may extend into the playoffs and/or the following season.
- THREATS to any official or City employee will not be tolerated. If a threat is made to an official or City employee, that person(s) will be suspended indefinitely, at the discretion of the Recreation department.
- FIGHTING will not be tolerated. If a fight occurs, the player(s) involved will be suspended indefinitely, at the discretion of the Recreation department.
- Any person, who physically touches or makes an obscene gesture at an umpire/official/City employee, will be suspended indefinitely, at the discretion of the Recreation department.
- TAUNTING will not be tolerated. Taunting is unsportsmanlike conduct and disqualifies the offending bench personnel or contestant from (at a minimum of) that game until the next regularly scheduled game. A warning may be given, but is not required, before ejection. A game official OR Site Coordinator can rule on the taunting violation.
- Taunting includes any actions or comments by coaches, players or spectators which are intended to bait, anger, embarrass, ridicule or demean others, whether or not the deeds or words are vulgar or racist. Included is conduct that berates, needles, intimidates or threatens based on race, gender, sexual orientation, ethnic origin or background and conduct which attacks religious beliefs, size, economic status, speech, family, special needs, or personal matters.
Examples of taunting that would lead to ejection include, but are not limited to, “trash talk”; physical intimidation outside the spirit of the game; reference to sexual orientation; “in the face” confrontation by one player to another individual; and standing over/straddling a tackled or fallen player.
- Taunting includes any actions or comments by coaches, players or spectators which are intended to bait, anger, embarrass, ridicule or demean others, whether or not the deeds or words are vulgar or racist. Included is conduct that berates, needles, intimidates or threatens based on race, gender, sexual orientation, ethnic origin or background and conduct which attacks religious beliefs, size, economic status, speech, family, special needs, or personal matters.
- If, in the judgment of the referee, a team is “out of control," that game may be stopped and forfeited by the offending team.
Suspensions
- All cases of rules not being followed, or violations to player conduct are subject to review by the Recreation Department to determine length of any suspensions. Suspensions may also occur through the playoffs and carry over to following season.
- Suspensions are at the discretion of the league supervisor and/or Department director.
- Determinations on suspensions/lengths of suspensions will be communicated by Troy Recreation to the team’s manager no later than 10 days after the incident occurring.
- Any player who disagrees with a determination of the Recreation Department may request a hearing to contest/review the situation.
- A hearing request must be submitted in writing to the Recreation Department within 5 business days of being notified of the Department’s determination.
- If a hearing is requested, the player is suspended until the hearing takes place and a final decision is made. If no contest/hearing is requested within the allotted time frame, the original decision of the Department will be final.
- Hearing Board to consist of the following individuals:
- One current team manager from a team outside of the division of the infraction.
- Umpire-in-Chief/Referee Supervisor.
- One representative from a surrounding Parks and Recreation agency.
- Monitor – Troy Recreation staff person.
- The hearing board would review information and make a recommendation to the Recreation Sports Supervisor and Recreation Director for final approval. This decision is then final and there are no further appeals.
- Schedules will be posted on the league website ONLY - and will not be distributed via hard-copy.
- For all leagues, the scheduled game time is forfeit time. The official's watch will be the “official” time.
- A team failing to appear for a scheduled game, or failing to place the minimum number of players on the field/court at time of the game will be considered a forfeiting team.
- The game will be marked down as a forfeit on the scoresheet and/or online submit scores form, as well as updated on the online standings.
- A scoresheet must be submitted for leagues which have paper scoresheets, documenting the forfeit.
- A team forfeiting three (3) games may be dropped from the league for the remainder of the current season at the discretion of the Recreation Department.
- The team forfeiting must pay ALL referee/official fees for BOTH teams prior to leaving the playing area, or at least 48 hours before the next scheduled game.
- In the event that both teams are absent or unable to field enough players, both teams shall be charged with a loss when the forfeit time arrives and will each pay their own referee/official fees.
- In the case of a forfeit, referee/officials will NOT unofficially call a "scrimmage" game. It will be at the discretion of the Recreation Department to allow/disallow teams to "scrimmage" or play a "pick-up" game during the original game time, and court time is not guaranteed.
- NO make-up game will be scheduled for teams who are forfeiting, even if both managers wish to make-up the game.
- Make up games cancelled due to weather, field playability, or other circumstances may be scheduled on any day of the week.
- It is the team's responsibility to contact the Recreation Department prior to the season starting with days that the team is not available for make ups.
- Teams are expected to attend the make up and if a team cannot, forfeit procedures will be followed.
- Games will only be made up due to cancellations as listed above, and at the discretion of the Recreation Department. Two team managers cannot agree to play a game on a different day due to any other reasons. Troy Recreation will make the final decision on make up schedules.
- In some unforeseen circumstances, some games may not be able to be made up.
Adult Leagues:
- Playoffs for adult leagues will be held as specified in each specific sport above.
- Adult league champions will be determined based on overall Win/Loss record throughout the season.
- If a tie should exist for league champion, the winner shall be determined in order of the following:
- Head-to-head results between the teams involved
- Point differential in games between the tied teams*
- Overall point differential*
- Coin toss
- If a tie should exist for league champion, the winner shall be determined in order of the following:
- If a tie for a playoff position should occur, the same tie-break rules above will be used.
Youth Leagues:
- For our youth sports programs, division champions will be based on overall Win/Loss record throughout the season.
- If a tie should exist for division champion:
- In seasons with no playoffs--both teams with a tied record for first place will be declared co-champions.
- In a season with playoffs, ties for playoff positions will be broken in the order of the following:
- Head-to-head results between the teams involved.
- Coin toss.
Awards are provided to adult leagues in the following ways:
- Season champion team t-shirts for each player
- Playoff champion team trophy
- Playoff champion team t-shirts for each player
- Playoff runner-up team trophy
- Division champion individual trophies (if no playoffs)
- Playoff champion individual trophies (if playoffs)
- Season medals to all participants
- *In youth leagues with playoffs, there are no awards given to division champion. Only the playoff champion will be awarded.

The consumption or possession of alcoholic beverages/drugs or their containers on any of the Troy parks, community center, playgrounds, ball fields, courts, school premises or their parking lots is PROHIBITED. Any player violating this rule will cause an automatic team forfeiture of the match/game involved. If the game in question was lost by the offending team, an extra loss is put in the loss column of the standings. A violation may also result in a team suspension from the league and forfeiture of all fees and privileges. A team’s spectators must also comply with these prohibitions.

It is the manager's responsibility to relay all messages to his/her team players and know the interpretation of all game and league rules.

The Troy Recreation Department/or their designated representative reserves the right to rule and make recommendations on any and all matters related to the Adult Athletic League which it deems beneficial to the operation of the league. The department will have the power to make decisions on any points not specifically covered in the rules.

Blood Rule: A player, coach or referee who is bleeding or who has blood on his uniform shall be prohibited from participating further in the game/match until appropriate treatment can be administered. If medical care or treatment is administered in a reasonable length of time, the individual will not have to leave the game. The length of time that is considered reasonable is left to the referee's judgment. Uniform rule violations will not be enforced if a uniform change is required. The referee/umpire shall:
- Stop the game and allow treatment if the injured player would affect the continuation of the game.
- Immediately call a coach, trainer or other authorized person to the injured player.
- Apply the rules of the game regarding substitution, short-handed player and re-entry if necessary.
- Managers and referees must always evaluate safety considerations. The majority shall decide playability of the field. Neither the City of Troy, nor the Troy School District, nor the officials will be responsible for any injuries incurred as a result of individuals participating in any adult athletic program. If the Oakland County tornado siren goes on signifying a "tornado warning", all games will automatically cease. If the game's minimum time requirements were met for an "official" game, the score will be final. If the minimum game standards were not met, the game will be "replayed" (from the start of the game) at a later date.
- Injuries: The Troy Recreation Department and its representatives will not be responsible for any injuries sustained while participating in any sports program. Should an injury occur, an incident report should be filed and submitted to the Recreation Department no later than 24 hours after occurrence of the injury.
- Glasses: All players wearing glasses must have unbreakable-type lenses. The wearing of a hard cast of any nature, hand splint, or other type of potentially dangerous protective device shall be prohibitive, regardless of how padded. The wearing of a soft bandage to cover a wound or protect an injury shall be permitted. The wearing of a protective knee brace or an "air-filled" type cast in the lower extremities may be permitted.
- Food and beverages in gyms: Please do not bring food and/or beverages to the gymnasium. Water and sports drinks are permitted. Supervision of children is REQUIRED.

Refunds for sports which require individual registration (Youth Basketball, 50+ Men's Softball) will follow our general department refund policies.
Weather Policy for All Leagues
Diamond/Field playability will be determined by the Recreation Department up until 4 pm.
Game status updates will be provided in the following ways:

- Text/Email Sports Alerts -- SIGN UP HERE
If inclement weather occurs after 4 pm, teams and officials are expected to report to the field, and playability will be determined ON-SITE.
In some cases, earlier game/s may be called, and later game/s may still be possible.
If at the first game/s, umpires determine the entire night is to be cancelled--Troy Recreation will update our Sports Alert subscribes and the website after that call is made and communicated to our Coordinators/Supervisors.
If the Oakland County tornado siren is activated signifying a "tornado warning," all games will automatically cease. If enough innings were played for an "official" game, the score will be final. If the minimum game standards were not met, the game will be "replayed" (from the start of the game) at a later date.
Lightning guidelines will be followed: Minimum 30-minute waiting period if lightning or thunder is present.

For leagues taking place off site (i.e. Troy Schools, Buffalo Wild Wings Sports Arena) we will follow the direct facility's open/closure procedures -- please check with facilities directly.
