Ice Rink & Pavilion Project Overview

While construction is underway, we are hiring for the following part-time, seasonal positions. Positions tentatively start is December 1 for training, with season ending around March 8. Applications close on October 8. Click to learn more and apply. 

Over the past decade, the City of Troy has heard from the community on the need for public gathering spaces. Through community engagement efforts done by City staff, it was recognized that the Civic Center Campus was the prime location for this desired space. 

How did the City engage the community?

The City conducted a variety of outreach. One approach included releasing a resident survey which resulted in a high percentage of respondents indicating a desire for additional winter recreation opportunities specifically an ice-skating facility. City administration responded to this desire by incorporating an ice-skating facility into the pavilion design.

Additionally, City staff in partnership with the Troy Parks and Recreation Advisory Board held focus group discussions to look at what would also encompass this public gathering space. Through those conversations with the advisory board, specifically with the Green Space Sub-Committee, the group highlighted, “As with all of our parks, the development of the Troy Civic Center must be considered as an area for community interaction that embraces the natural landscape that is vital to preserving the ecosystem.” 

The Troy Community Foundation also recognized this opportunity and provided renderings to engage the community in a large-scale project that they intended to participate in. 

Through this engagement process, City staff worked with OHM Advisors, an engineering consulting firm to work on a proposed development that encompassed the needs and wants of the community based on the community feedback. 

Furthermore, the idea and renderings were used in the successful capture of a Community Project Funding grant of $1.5 million.

In the drop-downs below you will find renderings and an interactive virtual walkthrough for the year-round Ice Rink and Pavilion. As construction continues, we are planning programming and will have announcements later this year. Check back for updates. 

The project has been designed based on stakeholder input. Construction began in the Spring of 2023 with a tentative completion before the end of the calendar year. Project updates are posted in the last drop-down below.

Project Updates

Project Update 6-23-2023
On Tuesday, June 13, 2023 we broke ground on this space. City staff and elected officials gathered for  the ground breaking of the Pavilion and Ice Skating project at the corner of Civic Center and Town Center Drive. Former Mayor Jeanne M Stine joined us as well, as this will be a part of Jeanne M Stine Community Park. Shoutout to our Recreation and Public Works departments for making this project happen.
