Park Shelters
Shelters may be reserved between May 1–October 31, 2023 at the following parks:
- Boulan Park (2 options, 250 guests each)
- Brinston Park (100 guests)
- Firefighters Park (250 guests)
- Jaycee Park (250 guests)
- Milverton Park (80 guests)
- Raintree Park (250 guests)

Park Shelter Information
IF RESERVING A SHELTER ONLY:
- Come prepared with payment, event information, and desired location in mind. No extra paperwork required.
- $150 Security Deposit must be paid with a credit card (Visa/MasterCard
IF ADDING EXTRAS:
Extras include tents, inflatables, tables/chairs, DJs, and beer/wine permits.
- Each extra is an additional $40 per request
- A copy of $1,000,000 liability insurance and endorsement from each vendor. See insurance example here.
- If non-profit or corporation: $1,000,000 insurance, endorsement page and list City of Troy as additional insured is required
If you are requesting three or more extras, you may be required to complete a Special Use Request.
Special Uses are defined as activities which are not directly related to the day-to-day operations of the City of Troy, but may occur on park land. In addition to above insurance listed, you will need:
- Approval of Recreation Department
- Reservation Form fee: $50 residents, $250 non-residents
- Map of event site
- Indemnification agreement
If you are planning a walk/run event, you will need additional permissions from the City Clerk’s office.

Special Requests:
- Special Requests such as tents, inflatables, beer/wine permits, and DJ/Sound will be an additional fee of $40 per request.
- Changes/additions made within 3–5 business days of event date will incur an additional $60 fee per request. A copy of liability insurance will be required for each vendor.
- You will need a copy of $1,000,000 liability insurance and endorsement. These need to be provided when you make your reservation, we cannot hold the date for you.
- A $25 fee will be charged for any cancellation, date transfer, or special request change made at least 30 days out from event date.
- $150 cleaning security deposit (Mastercard/Visa only)
- Beer/Wine Permit to reservation: $40* Beer/Wine consumption must be kept under the Picnic Shelter, copy of homeowner’s/renter’s insurance required
- Permission for tent, inflatables, sound: $40* (Copy of liability insurance required)
- Cancel/Change/Transfer Reservation: A $25 cancellation fee is charged for canceled or changed reservations within 30 days or more of reserved date. One change or transfer permitted per reservation. Cancellations 29 days or less will result in forfeiture of all rental fees with exception of clean-up security deposit. In person only.
- All groups are responsible for leaving shelter clean and orderly.
- Bands, microphones, and live music are not permitted.
- Rides, amusements, exotic animals, concessions, hot or cold air balloons, animals of any kind, inflatable games, dunk tanks, climbing walls, confetti, or generators are not allowed.
- All vehicles must be confined to parking areas and not on turf, or access drives within the park. Failure to park in designated areas may result in a parking ticket and/or forfeiture of security deposit.
- Forms of payment: Mastercard, Visa, or check made payable to City of Troy. Full fees due at time of reservation.
*Requires written permission from Recreation Director.
Sample Of Insurance
- Park shelters are open air with one 20-amp, two plug electrical outlet.
- One large barbecue grill (charcoal is responsibility of permitted group)
- Only source of water is drinking fountains.
- Picnic tables seat 8-10 people.
- All shelters are within walking distance of a restroom facility
- Large events, company parties or fundraising type of events (company picnics, walks/runs, etc.) will need to complete the Special Use Permit in addition to the Shelter Reservation Form. Written permission by the Recreation Director is required. Additional fees may be charged.
Rules Governing Park Shelter Usage:
- Park hours are 8 am to 10 pm. Restrooms may close at 8 pm on weekends.
- Shelters can be reserved between May and October.
- Shelters must be reserved at least 5 business days from desired date.
- Shelter rentals with special requests require the homeowner’s insurance or copy of liability insurance. Must be provided at time of reservation.
- No parking or driving on grass or path to shelter.
- The security deposit will be returned if shelter area is left clean and all policies are followed at the end of your event. Deposits will be in the form of MasterCard or Visa only and will be refunded within a month of the event. Deposits will only be refunded to the credit card on file.
- Permits must be presented to City staff upon request.
- Weather Policy: No refunds or changes due to inclement weather.
Rules Governing Beer/Wine Permits (Requires copy of Homeowners/Renter Insurance, $500,000):
Park shelter permits must be requested in person at the Recreation Department within Troy Community Center, 3179 Livernois, during admin hours.
- All fees and copy of insurance must accompany each application.
- In order to have beer and/or wine at your event, the beer/wine portion of the permit must be completed AND approved. Applicant must be 21 years or older. Beer/wine permit must be supplied by permit holder.
- Boxed wine only; beer in kegs (with plastic cups) or cans only; beer/wine must be consumed at the reserved shelter ONLY. NO BOTTLES OR GLASS CONTAINERS.
- Identification and control must be proved to ensure:
- exclusive use by members only
- that minors are not served
Cancellation/Reservation Change Policies
- A $25 fee will be charged for any cancellation, date transfer, or special request change
- Cancellations/Transfers: A cancellation or date transfer must be submitted at least 30 days out from your event date. Cancellation within 29 days or less will result in forfeiture of all rental fees, with the exception of security deposit. One date transfer per reservation is allowed (in person only) by the original contact person. Must bring original paper work.
- Special Request Changes: One special request change is allowed per reservation. Special request changes will not be accepted with in 2 business days of event date.
Prohibited In Park:
Rides, amusements, petting zoos, exotic animals, dunk tanks, generators, sale of food/concessions, hot or cold air balloons, bands/live music, kites, and political events are not allowed in the park.
Special Written Permission Needed for any of the following, $40 fee (Required copy of $1,000,000 liability insurance & endorsement from each company):
- Tents of any kind (tents with stakes are not allowed).
- Moonwalks/inflatables (stakes are not allowed). Privately owned inflatables are prohibited.
- Sound systems, speakers, DJ’s, generators, amplifiers.
- Beer/Wine, Caterer, Food trucks
Deposit Fees for All Rentals:
- All groups are required to pay a separate security deposit fee. $150 for all shelters. Must be paid by credit card.
- Driving on grass will result in forfeiture of security deposit.
- Applicant is responsible for leaving shelter area clean and orderly. Trash must be cleaned up and in proper containers, area must be free of table cloths, balloons, no damage to turf area, etc.
Larger Special Events:
- The following types of events require a Special Use Permit from the Recreation Department: Walk/Run events within the park
- Special event signs/banners
- Tournaments
- Large Tents
- Caterer/Food Trucks (must have permit from City of Troy)
- Any similar use
