City of Troy Public-Private Partnership with League Sports Foundation

The League Sports Foundation approached the City of Troy’s management team and expressed interest in a potential partnership with the city. They proposed leasing the park land located at 3500 John R (a.k.a. Site #11) to develop a sports field complex focusing on baseball/softball.

City council, staff, and the League Sports Foundation met on June 12, 2023, to discuss the feasibility and to gauge interest in conducting community engagement with the surrounding neighborhoods. City council approved and directed staff to explore this option with community stakeholders regarding the proposed improvements through the public/private partnership.

FAQ

How will you address parking for the new complex?
Adequate parking will be provided on-site. The number of parking spots and their use will be reviewed by the City and Planning Consultant. 
What will be done to address the increased traffic to the area?
The majority of the use will be off-peak hours of traffic and it is not anticipated to significantly increase traffic on John R. 
How will my taxpayer dollars be used in this project since it is a public/private partnership?
Other than the administrative cost associated with developing the partnership and agreement, there will be no tax dollars spent on the development, construction, operation, or maintenance while the agreement is active.
How will you ensure baseball/softballs will not fly into the yards of residents?

The position of the fields would not cause frequent fly balls into private property. Additionally, netting would be considered and addressed in the engineering phase of the project.

How will this new complex impact the neighborhood-feel of our community?
Much like other parks that use a major road as an entrance the abutting neighborhood is not significantly impacted. The complex is intended to provide recreation opportunities for a range of ages and abilities similar to Troys traditional parks and will provide a convenient place for the neighborhood to recreate if they so choose. 
Why was this location chosen for the sports complex?
The size of the property and its location on a major road.
Who is managing this project?
Currently, the City of Troy is facilitating the community engagement but if approved to move forward, League Sports will have full control of the project.
Who is the League Sports Foundation?
League Sports Foundation was created to help provide a safe, enjoyable, and competitive environment where players will make a commitment to improve their skills and be part of a team.
What types of programs will be offered?
The fields are primarily organized for baseball/softball but have the ability to host other sports in the outfield like soccer. Additionally, the proposal includes separate pickleball courts.
What age groups will be allowed to use the fields?
Groups of all ages with preference given to Troy residents.
What is a public-private partnership?

A partnership between the city and a private organization to provide a service to the community that benefits the organization and residents.

What/Where are the entrances to the proposed complex conceptual?

There would only be one entrance to the complex which would be located off of John R Rd.

What age groups will be allowed to use the fields?
Groups of all ages with preference given to Troy residents. 
How will lighting be addressed? (e.g. the type of lights, how long they will be on for, how tall will they be?

Given this is a conceptual, lighting would be looked at in the engineering and environmental review phase. League Sports would need to have a professional developer conduct a study and draw up plans. Followed by the City's Community Development and Engineering departments reviewing the materials prior to any physical work being done on the property.

What are the lease terms for this kind of public-private partnership? What happens if LeagueS ports does not renew the agreement?
Potential agreement terms that have been discussed include:
  • A 12 year land lease with a 10-year option to renew
  • League Sports would be responsible for the full construction and operational costs
  • League Sports would be responsible for full turfreplacement if contract renewal is exercised
  • The City can purchase the lease and terminate the agreement early for cost

Will there be public restrooms available?

Yes. Per ADA compliance and City requirements a restroom would be constructed and a part of the complex.

Will there be fencing around the park?

The conceptual design does not call for fencing around the park at this time. This is subject to change based on the community engagement process and review with the City's Community Development department.

How many games could be played a day? What would the game play times be throughout the week?

On a full day, it is estimated 20 games could be played. Estimated timeframes for games would be Monday-Friday, 6:30 PM to 9 PM; Saturday and Sunday, 10 AM to 9PM.

How will you address the safety concerns of the event goers or kids if someone were to get hurt along the creek?

This would be discussed and reviewed with our City Attorney's Office if this concept design were to move an actual development.

How will you address the potential flooding/drainage issues and impacts to residents abutting the creek and this property?

Given this is a conceptual, flooding and drainage would be looked at in the engineering and environmental review phase. League Sports would need to have a professional developer conduct a study and draw up plans. Followed by the City's Community Development and Engineering departments reviewing the materials prior to any physical work being done on the property.

Will alcohol be offered for the adult leagues or event goers?

There will be no alcohol offered.

Will a traffic light be added at the site?

Given this is a conceptual, traffic and traffic lights would be looked at in the engineering phase. League Sports would need to have a professional developer conduct a study and draw up plans.

How will you address the privacy of the residents abutting this concept at the property?

What other parks currently offer baseball fields? What is the usage of those?

Currently baseball/softball fields are located at Boulan Park, Firefighters Park, Jaycee Park, Raintree Park, Brinston Park, Redwood Park, Beach Road Park, Community Center, and Flynn Park.

Fields that can only be used through reservation are at Flynn Park and Boulan Park. Usage is at or near capacity during peak times during the baseball/softball season.

What is happening at Raintree Park? Can this concept go there?

Raintree Park’s baseball field was being considered for a repurposing for a full size cricket field.

The concept requires space for four fields. Raintree Park could not support four fields with eliminating other recreational opportunities like disc golf.

How will you address the wildlife in the area?

There has been no discussion of wildlife relocation or developing a sanctuary within the concept.

This is something that would be discussed if the project were to move forward now that it has been identified as a concern through the engagement process.

How/Why was this land acquired by the City?

Site 11 is two parcels. The southern parcel was sold to the city by the previous owner. The northern lot was purchased through a condemnation process.

Both purchases used a portion of bond funds that the voters approved to expand the city’s parks, green space, and recreation opportunities. Through the condemnation process, it was disclosed that the purpose for the land was to create four baseball fields and two soccer fields

What is this property zoned as?

The property is zoned R1-C, which is a residential class of zoning.

In the 2007-2012 Parks Plan, the designs show a connection across the drains near the site. Will that exist in this concept as well? Why, or why not?

The current concept does not include a connection to Grove and was not proposed in efforts to mitigate participants from using the subdivision streets to park on and walk into the complex.

How will the rental process work if the complex is developed?

League Sports would oversee the rental process of the sports complex if developed.

The City has requested that the Troy community receives preference followed by non-community members and outside entities.

Who will manage the fees of the complex if developed?

League Sports would manage the fee charges of the sports complex if developed.

Who will handle the maintenance of this complex if developed?

League Sports would manage the maintenance of the sports complex if developed.

What additional items or steps must be done for this complex to move from a concept to a proposed development?

After presenting the community engagement results, City Council would have to provide consensus to continue with the development of an agreement.

Council would then be presented with the agreement and if approved would be completed through a formal resolution and vote of the Mayor and Council Members.

The design approval would be completed through the Planning Commission, Engineering Department, and Building Department after a fully engineered plan was completed, which would include architectural drawings.

What are the next steps in the process for this?

Following the community engagement phase, all feedback will be summarized in a report/memo and presented to City Council in September during their regularly scheduled meetings.

The report will include the details of what outreach was done, what the City heard from the community, and staff recommendations based on the engagement results.

After presenting to City Council, City staff will notify the community of what Council advised in terms of next steps(if any).

Please note: As this engagement process is at the ground-level stages of the project, no agreement has been made with League Sports for the fields and the City does not have to move forward with the concept based on the engagement results.
