City of Troy Public-Private Partnership with League Sports Foundation
The League Sports Foundation approached the City of Troy’s management team and expressed interest in a potential partnership with the city. They proposed leasing the park land located at 3500 John R (a.k.a. Site #11) to develop a sports field complex focusing on baseball/softball.
City council, staff, and the League Sports Foundation met on June 12, 2023, to discuss the feasibility and to gauge interest in conducting community engagement with the surrounding neighborhoods. City council approved and directed staff to explore this option with community stakeholders regarding the proposed improvements through the public/private partnership.

The position of the fields would not cause frequent fly balls into private property. Additionally, netting would be considered and addressed in the engineering phase of the project.

Yes. Per ADA compliance and City requirements a restroom would be constructed and a part of the complex.
The conceptual design does not call for fencing around the park at this time. This is subject to change based on the community engagement process and review with the City's Community Development department.
On a full day, it is estimated 20 games could be played. Estimated timeframes for games would be Monday-Friday, 6:30 PM to 9 PM; Saturday and Sunday, 10 AM to 9PM.

Currently baseball/softball fields are located at Boulan Park, Firefighters Park, Jaycee Park, Raintree Park, Brinston Park, Redwood Park, Beach Road Park, Community Center, and Flynn Park.
Fields that can only be used through reservation are at Flynn Park and Boulan Park. Usage is at or near capacity during peak times during the baseball/softball season.
Raintree Park’s baseball field was being considered for a repurposing for a full size cricket field.
The concept requires space for four fields. Raintree Park could not support four fields with eliminating other recreational opportunities like disc golf.
There has been no discussion of wildlife relocation or developing a sanctuary within the concept.
This is something that would be discussed if the project were to move forward now that it has been identified as a concern through the engagement process.
Site 11 is two parcels. The southern parcel was sold to the city by the previous owner. The northern lot was purchased through a condemnation process.
Both purchases used a portion of bond funds that the voters approved to expand the city’s parks, green space, and recreation opportunities. Through the condemnation process, it was disclosed that the purpose for the land was to create four baseball fields and two soccer fields
The property is zoned R1-C, which is a residential class of zoning.
The current concept does not include a connection to Grove and was not proposed in efforts to mitigate participants from using the subdivision streets to park on and walk into the complex.
League Sports would oversee the rental process of the sports complex if developed.
The City has requested that the Troy community receives preference followed by non-community members and outside entities.
League Sports would manage the fee charges of the sports complex if developed.
League Sports would manage the maintenance of the sports complex if developed.
After presenting the community engagement results, City Council would have to provide consensus to continue with the development of an agreement.
Council would then be presented with the agreement and if approved would be completed through a formal resolution and vote of the Mayor and Council Members.
The design approval would be completed through the Planning Commission, Engineering Department, and Building Department after a fully engineered plan was completed, which would include architectural drawings.
Following the community engagement phase, all feedback will be summarized in a report/memo and presented to City Council in September during their regularly scheduled meetings.
The report will include the details of what outreach was done, what the City heard from the community, and staff recommendations based on the engagement results.
After presenting to City Council, City staff will notify the community of what Council advised in terms of next steps(if any).
Please note: As this engagement process is at the ground-level stages of the project, no agreement has been made with League Sports for the fields and the City does not have to move forward with the concept based on the engagement results.
